Tender documents and requirement specifications
Tender documents and requirement specifications are both documents that describe the commercial and technical scope of delivery. Process Engineering typically handles the technical part, while the customer is responsible for the commercial part.
Our expertise in tender documents and requirement specifications
The technical part of the tender documents is referred to as the User Requirements Specification (URS) and is particularly used in functional tenders, where the functional requirements for the process plant are described. The requirement specification is especially used during detailed design, where all technical details and specifications are in place.
The content of the tender documents and requirement specifications varies and is agreed upon within the project team. The following gross list is used as a checklist for the table of contents, and in most cases, the requirement specification is more simplified.
- Project description
- Scope of supply
- Interfaces
- User requirements
- General requirements
- General requirements (exceptions)
- Installation requirements
- Functional requirements
- Performance requirements
- Documentation requirements
- Abbreviations
- References
- Change log

In the pre-project phase, there may be a need for a light version of the tender documents and requirement specifications to align the technical solution proposal and obtain a budget for final project approval. This is done by omitting sections or providing a less detailed description.
The initial tender phase can also be used as a prequalification process for selecting the final suppliers for the project.
